1. transfer 2,533,328 ACA reward token (incentive for the following four weeks) from Acala Treasury account to Euphrates Proxy Account

2. At block #4,751,000 (Acala), Estimated Time: 2023-10-26 02:45 (+UTC), increase reward rate for DOT->LDOT and DOT->TDOT pool:
  a. DOT->LDOT(pool#2) pool,  increase ACA reward rate base from 58,333 ACA to  291,665 ACA per week,  and increase loyalty bonus from 25,000 ACA to 125,000 ACA  per week.
  b. DOT->TDOT(pool#3) pool, increase  ACA reward rate to base 87,500 ACA to 297,500 ACA per week, and increase loyalty bonus from 37,500 ACA to 127,500 ACA  per week.
